Not to put too fine a point on it, but it's a slightly different lisp. I think Brian's singing back-up vox.
It's not off-key, but somewhat atonal, and just sounds like Brian.

There are definitely voices other than Mick's or Keith's on this tune. I have wondered about this for years. My guess is Bill, but only a guess.
