The Stones ditched all horns on IORR, and toured without them in '75, '76, and '78.
Apart from Bobby's champagne-in-a-bathtub excess in '73, which led to his exile, I think that Jim wasn't used because the whole "horn" sound on pop records to a large degree was tapering off.
By the late 70's, even Chicago was downplaying the use of horns on their hits!

The Stones didn't ditch the horns, as they used Trevor Lawrence on the Europe 73 Tour, and, particularly, on Brussels Affair.
