Of the studio and live albums, I would have thought 'No Security'.
It absolutely tanked when it came out and charted incredibly poorly. Maybe sales have picked up somewhat since, though.

Live Licks and Shine A Light. Hm.

And Flashpoint is their best selling live album!

I would imagine that the Decca albums released after 1971 ('No Stone Unturned', 'Stone Age' etc) would have sold less than Rarities as they havent been available on vinyl for decades and have never been reissued on CD. Additionally, the Stones actually took out advertisements in the press advising their fans not to buy them.
These albums are listed above, but their sales figures aren't.

Very interesting to see the large drop off in UK sales between '65 and '69. I knew from the original album stats that the figures weren't great but Beggars Banquet sales seem incredibly low, especially considering the press and mentions it has got for over forty years.

Re: Dirty Work.
3.5 million copies sold
About 3.4 million wanted their money back

Yeah, I have also noticed that the miracle change - emphasized in every rock or Stones bio - from the lowest crap top the absolute greatness (SATANIC MAJESTIES->BEGGARS) does not actually correlate with the actual chart success or sales. There is no radical change there. But what is the best - that it didn't matter: the band knew they were hitting jackpot artisticwise, and were not solely looking at the charts and sales.

Consider also the fact that 'No Security''s poor sales were despite the fact that the album came out in the same week that the band launched their 1999 US tour of the same name

No Security came out November 2, 1998. The No Security Tour started January 25, 1999.
