I think it's pretty funny.
Also in there is real insight of how a person can be affected by a lifetime of celebrity. I can't think of another comedian who has used Mick or the Stones as the basis for a bit, and not come across as uninformed, mean-spirited, or idiotic.
Mulaney really wasn't critical of Mick. It was more like he marveled at, or even envied, his degree of celebrity that transformed into a tangible power.
Many people his age would just whine about the content of lyrics that no one pays attention to, and then declare what songs the Stones should and shouldn't play.
