Interestingly enough, they didn't play Montreal again until the Steel Wheels tour....

Yes, but the only tour they might've deliberately skipped on, was 1975.

'78 was very limited US tour.

'81 Keith was banned from Canada entirely, due to his drug bust in '77.

So '89 was their big return (2 nights), but it was probably like that for other (esp. Canadian) cities as well.

Jagger did attend the Montreal Olympics in 1976

That would be news to the New Barbarians!
Why would he be banned, after fulfilling all the conditions of his sentence?

He was sentenced in '79 and couldn't apply for a work visa or entry waiver until '84.

He was given a suspended sentenced on October 24th 1978 and was required to return multiple times
to see his probation officer and to play the CNIB shows. True that he may not have been likely to get a work permit -
but the Stones had gotten around little issues like that before, including getting Keith in and out of Canada without a passport.
But that's another story.

Cool footage! Another factoid was that you couldn't get Jack Daniels in Montreal at the time so the promoter of the show, Donald K Donald had to drive across the border to Plattsburgh New York and buy a case and smuggle it across the border.
