Right! Fallon said on the 2000s retrospective documentary special that he pitched the idea to Lorne Michaels, who hated the idea. Apparently Mick caught him after the meeting or he confronted Mick, who read the script and loved it!

Fallon said he went to Mick's enormous hotel suite and pitched him idea after idea, and Mick shot them all down until the "mirror mirror" one, that Mick went for.
