I think the financial writer was mistaken. Charlie, "incongruously dressed"? A raincoat on a warm sunny day? He's hardly a "little old man", but a man of average height with perfect posture. The "not the real and actual Charlie Watts" was more than likely "mildly bemused" rather than "nonplussed", and the "Thanks, man" was in appreciation of being mistaken for someone well known.

So what's with the restaurant link? When I clicked on, I expected there to be something about Charlie being spotted in the establishment, dining in the shadows....

Charlie has definitely mellowed. He has never wallowed in public attention. In the old days he would have ignored the guy.
