Maybe they do if you are a hardcore rastafan but they also do country & western poorly if one is a real c&w redneck. But they do goddammn great Rolling Stones-versions of those music styles. (I personally cannot stand c&w but I love hearing the Stones doing it...). Maybe some SOME GIRLS songs could be said of being 'punk' as well but it is not so obvious.

I think "Send It To Me" equals to "Faraway Eyes" or "Sweet Virginia" as a bit ironical tongue-in-cheek take on the particular musical genre. I also think that reggae and disco (in the late 70's) are the last 'new' musical genres the Stones actually were able still to adapt to their musical vocabulary with some kind of convincing results.

Yet for some reason they've played with, gave tribute to, gave high praises etc. to the Stones over the years.
