FIFA Rule #2: If and/or when the referee makes a mistake, rule #1 will automatically be applied.

Sepp Blatter. He is the FIFA boss who simply refuses to allow the help of video cameras.
BTW in this picture he is pointing out how far the ball had passed the goal line.

Referees had been horrible all along the tournement. Plenty of blown calls, penalties not granted, FIFA should really consider helping refereers someway or another.
