The problem is, that with the absence of Rod, and the presence of Bill, this ceases to be a Faces reunion, and instead becomes Three Rolling Stones and a guy who was in the Who. Having Bill there makes it more of a Stones event than a Faces event, which would seem to be defeating the orginal purpose, which was to have a Faces reunion.
