Yes, really makes the track in the later parts of the song. I don't think it originates from a stringed instrument.
Perhaps it's a real flute or recorder. But I agree the bends are a little mystifying...

Question though: How long did the selfimposed exile after moving to France really last? For some reason I always assumed RS recorded in Jamaica, Rotterdam, Paris +++ for the same "tax-exiled" purpose as on EOMS. However, according to the info above, during the GHS sessions they were back in London working in 1973. Thoughts on that?

It sounds like a keyboard with a flute sound. When the note is held then after a certain time a tremelo or vibrato kicks in, this suggests it's a keybaord. There are three or four flute notes sounding together. Or...it could be a real flute overdubbed a few times.
